add action for applying/removing ACLs for Faucet

• get acls file and add to faucet.yaml if not already there - check relative paths, etc. (also namespace the acls and the acls file)
• check that acls in rules exist in the included acls file (if there is one)
• only log all rules met when something actually changes, not just matching
• check if any changes are necessary before re-writing the ACLs file
