migrate `vent` config section into poseidon config section

now that Vent is archived, the vent section in the poseidon.config no longer makes sense to use, it should be migrated into the main poseidon config section and the collector should be renamed to the name of the collector - network_tap (https://github.com/CyberReboot/network-tools/tree/master/network_tap)
