Python solution and test cases for the "pico y placa" problem which consist in determine wheather a car with a given license plate can or can not drive on a certain date and time. The restricted days are:
- Mondays: license plates that end on 1 or 2
- Tuesdays: license plates that end on 3 or 4
- Wednesdays: license plates that end on 5 or 6
- Thursdays: license plates that end on 7 or 8
- Fridays: license plates that end on 9 or 0
between 7:00 to 9:30 AM and 4:00 to 7:30 PM
