Bonus levels in actionbar tooltips are doubled

Example: Fireball is level 1 and I have an item with a +2 bonus. Then actionbar tooltip displays this as "Fireball (Level 3, +2)" and shows the description of Fireball level 5. The tooltips in the Powers menu do not have this issue.
