On the Wii U architecture page under 'The legacy shell' it says:

vWii mode doesn’t necessarily require a TV to use. If the user chose to activate the GamePad, this will work as a display, sensor bar and ‘classic controller’ (an optional accessory during the Wii days).

However, you can't use the gamepad as a classic controller in vWii mode. Pressing a button on the gamepad whilst in vWii mode will just display a notice telling the user they can't use the gamepad in Wii mode. You can, however, use the gamepad to play Wii games bought from the eShop in Wii U mode.
