don't recreate bundle when no changes

stackage-curator takes a long time to create a new bundle after building.
It seems if would be more efficient if it could avoid this when nothing changed and nothing was built?

Would that make sense? It would have a lot of time.

It makes sense, but it's tricky to implement in the current setup. I have no plans on doing so at the moment.
