Remove programmers.txt from the download.

If you install the sanguino download, all of the programmers appear twice in
the programmers menu. You should be able to delete the programmers.txt file
from the Sanguino download and just use "arduino:programmer_name" if (from
boards.txt) you need to refer to the ones included in the Arduino software.
