Make `pa` scraper paginate results

Mostly pasuperct, but also pa may publish more than 20 opinions a day, 20 being the page size limit. Thus, we will miss opinions if we do not paginate. Check #967 (comment) for days where there are more than 20 opinions. The default days-interval should also be updated to 1 for pasuperct
