Why is the 'scrollend' event not triggered when scrolling is canceled?

I have been surprised to see that the scrollend event was not fired if the user cancels the scrolling, I don't understand the choice behind it. It is useful to know when the scroll has ended, and even if the user cancels it by tapping the screen while the scrolling takes place, I think it can still be considered as a scrollend scenario. Could you explain please?
