Currently I've narrowed this down to apostrophes being entered as ’ instead of ' during character creation. This typically happens if copy/pasting text directly from the rule PDFs.
In the meantime, the best way to fix this is to open the XML in a text editor and replace all those slanted apostrophes manually.
If this occurs and the workaround doesn't work please comment here with your xml attached and I'll have a look.

The slanted apostrophe has been fixed on export. Any files made before this change will need a manual fix.
