[Terminal] Support for Windows Terminal

New Windows Terminal - https://learn.microsoft.com/en-us/windows/console/ecosystem-roadmap - uses APIs described here: https://learn.microsoft.com/en-us/windows/console/classic-vs-vt. We should look into and add support for it as well if possible.
