investigate and remove dependency on Monarch Solr instance while still supporting wc-ribbon slimmer and ribbon API endpoints.

refactor calls to golr_associations.search_associations to pass in the url parameter with the config.yaml url attribute of amigo_golr_assocs. (see fix_tests branch).
