Describe the bug
Dropdown for setting Format name in Distribution tab is empty when creating record with multiple lang.
To Reproduce
Steps to reproduce the behavior:
- Create a 19139 or 19115-3 record
- Add an other locale to it and save.
- In full view go to Distribution tab
- See empty dropdown under format name.
Expected behavior
A dropdown which fill all i18n inputs.
