Outline package and module hierarchy

The package and module hierarchy for hosting the different elements needs to be outlined. This has implications for the tests folder as well, as its hierarchy should follow that of the main source code folder.

Another concern is consistency with the documentation. Perhaps using the documentation as a guideline is a good idea.
