Toll exceptions not taken into account for specific transport types

Hi,

Looking into OSMTollParser it seems GH is not taken into account the toll exceptions like in Itchen Bridge (Southampton):

OpenStreetMap

The idea is to take that exceptions into account and be able to use it on the definitions of custom profiles.
