Add Phrase Dictionaries

The existence of Gregg shorthand phrase dictionaries has recently come to my attention and I think they would make a good addition to Grascii's built-in dictionary collection. Like with the standard dictionaries as discussed in #2, any assistance in working towards this goal would be appreciated.

Here are the phrase dictionaries I found:

The construction of the Grascii Pre-anniversary phrase dictionary is now in progress.

The pre-anniversary phrase dictionary is complete and available in the new dictionaries repository. It will be added as built-in dictionary in a future release. See #11 for more details.
