Release v4.24.0

We have a handful of merged PRs, and there are 7 approved PRs which might be merged in the next week.

I think it would be possible to release v4.24.0 in one week on Friday, October 25, if we get most of the approved PRs merged.

Also, I would love to have #3923 and #3930 reviewed, if possible.

btw. what is the status about healthcare (I remember it was rendered partly, but later it was reverted) - is any "rerevert" included in v.4.24?

Rendering the key healthcare= will need to wait for a reload of the database on the openstreetmap.org servers. We have already merged a change that will allow healthcare features to be imported as polygons after the database reload, in a special "schemma changes" branch, see 09eefd9. But we do not yet have a date for reloading the database on the servers, see openstreetmap/chef#211

Is a v4.24.1 needed?

I'm not sure if 4.24.1 or 4.25.0 version is better, but I'm inclined toward bugfix release (even if the "bug" was not a technical problem).

The issue 211 on osm/chef seems done, so the rendering of healthcare features would be possible to reactivate?
