You can use
http://hgdownload.cse.ucsc.edu/goldenPath/hg38/database/snp150.txt.gz
or
http://hgdownload.cse.ucsc.edu/goldenPath/hg19/database/snp150.txt.gz
depending on whether you use hg38 or hg19
