Goals
Notification service:

Issues
X 1) Items are not removed from the cache. Cache will constantly grow. 1.5) Cache is not persistent upon restart (cache is in-memory) 2) First run in a long time will result in a large number of notification -- might want to roll them up. 3) User needs to be able to configure score and age threshold. (CLI?)
Subscriber CRUD:

- email/push notif endpoints
- treshold for headline upvotes & # comments
- ex: if upvotes > 100 -> send notif
