Add region boundaries to web map on load where available, and allow region selection via the map

Related to #402, region selection should be more interactive between the elements in the web app. For example,

• if a region has been analysed and its geometry is available, it should be displayed on the global map
• if a displayed region is selected, that region should be made active both on the map and in the table and other panels
• use of table and map for selection should be interchangeable, with each effecting the other
