Reports seem to not using memcache information.

It seems that the dynafed-storage reports storage command when it detects that the period hasn't been reached for one of the endpoints, it fails to get the information from memcache.
It could also be that the logic is adding the "defaults" to the output when getting the stats failed, which is causing problems. It shouldn't update if it fails.
