formattime - A date/time string formatter

Introduction
~~~~~~~~~~~
This is a library to formatting various different time string to
standardized Internet date time formats. Compatible with iso8601 and RFC 3339
formats.
Installation
~~~~~~~~~~~
This is a standard Python distutils distribution. To install the
package, run the following command as an administrative user::
python setup.py install
Examples:
formattime.ToUTC('today')
formattime.ToUTC('+30d')
formattime.ToUTC('+5m')
formattime.ToUTC('+2y')
formattime.ToUTC('20/11/2008')
formattime.ToUTC('Mar 30, 2008')
formattime.ToUTC('11-20-2008')
formattime.ToUTC('11/31/08 11:30')
...
Support 30+ different kinds of time string convertions.
All ToUTC method has ToLocal method accordingly. The ToLocal and ToUTC handles
TimeZone and DST automatically.
