[harmony] point granules module to Harmony instead of EGI

To effectively order data, we need to point the ipx.granules.place_order function to the Harmony API instead of EGI and properly parse the response to download granules (ipx.granules.download_order). Proper inputs to the place_order function are handled by ipx.APIformatting (#531).
