Cut final 1.x release from `development` branch, marking beginning of breaking changes

@JessicaS11 and I discussed how we'd tackle breaking changes, and we felt the simplest way forward was to cut a final 1.x release, then begin working on 2.x on the development branch.
Prereqs:
Target: late this week / early next week
