Duplicate segmentation operators

classifierOperators.py:OpSegmentation and generic.py:OpMaxChannelIndicatorOperator have similar jobs. Perhaps they can be combined.

OpSegmentation was unused (and untested) in the ilastik code base, so I removed it in b7bbbb9
