[5.2.1] "Training and capacity building" indicator is not very agile

From feedback collected from Norway, Finland, Germany, Spain, Sweden, Central EGA, FOSP here, it was mentioned that the indicator "[5.2.1] Training and capacity building is not especially Agile."

We discussed that indeed, the maturity model approach is more like waterfall. There were no immediate suggestions on how to change this.
