[5.1.3] Helpdesk working using FEGA SOPs

From feedback collected from Norway, Finland, Germany, Spain, Sweden, Central EGA, FOSP here, for indicator [5.1.3] ("Helpdesk and SOPs established") it was suggested to replace level 3 "Helpdesk working using FEGA SOPs" with "Helpdesk working using minimal SOPs".

We discussed that each node might need different SOPs depending on their implementation. For helpdesk, it should be common among the nodes.
