example design for zcu102 - basex

I just created a branch task/zcu102 that adds a zcu102 example design to ipbus_firmware, closely based on the kcu105 example. The design is using the onboard top right SFP+ cage (SFP0) for an optical ethernet connection. Very basic testing has been done, but no soak testing yet.
