Remove outdated lib_mapping.tcl setup file

lib_mapping.tcl is outdated and not really used anymore.
On top of that, it contains a reference to the deprecated IPBB variable XILINX_SIMLIBS which is not used anymore. Because of that, this is likely to cause an error; another reason to remove it.
