A library of verilog and vhdl modules

The primitive modules are modules that represent a basic HDL functionaitly
without instantiating any other modules within it. They are used to build 
up the DSP and Controller libraries. The idea is that they are highly 
parameterized to allow for as much flexiblity as possible.
