HELP WITH CITY LEVEL DATA

I downloaded the entire database at the annual level and wanted to know if you have a strategy to summarize the data at the city level and not only at the agency level.

The only way to do this is to identify all the agencies in a city and figure out what share of each agency's crimes occurred in that city. Though there is no way to do this accurately as, for example, state and county law enforcement don't say which crimes occurred in each city under their jurisdiction. The main method for city-level data is to use the largest agency in that city as the city's measure of crime. For example, using Philadelphia Police data for Philadelphia, ignoring the crimes reported by other agencies in the city, such as the University of Pennsylvania Police.
