Email admins on certain events

Please update the system to email a configurable (short) list of admins on:

  • user creation
  • purchase started
  • purchase completed

The email should include some non-sensitive details and a link to the users and purchases Google Sheet.

Note that the list of admin emails should be different from the admin email address referred to in #14
