ditz-jira - add jira syncing support for ditz

PRE-ALPHA use at your own risk.

Requirements:

• ditz - git repo
• jira4 - git repo

Commands added:

 jira-init: initializes jira variables
 jira-pull: does a jira pull

Usage:

1. add a line "- jira" to the .ditz-plugins file in the project root
2. run ditz reconfigure, and enter the URL and credentials of your repo
3. jira-init?

• pull comments. Ditz is silly in that there is no comment object. We need to make one
