This module is designed for chinese people who has trouble with adding so many administrative regions.
Using thid module ,you can easily import the whole country's administrative regions from excel file ( I provide one sample as demo in additional attachments)
After you installing this module, go to sale/address book/Reging import ,select your excel file and click the button named "Import".
