CSS Style Guide intended for using in all projects

- Talk about global vs. local scope
- include wiki on guideline adapted by other guidelines
- example project mix of oocss, smacss, and bem. Include file structure example
- use Gulp as a build system for the css. Javascript more for interactivity, if needed
- split up examples and build folders. Example is where the final build will be. Build for the scss files
