Failing tests in CI

I see a bunch of failing tests here. I'm also noticing similar results when I try to build citeproc-0.4.1 (ghc-8.10.5) in Gentoo.

which explains the failing tests.

I am still curious if the test failures I'm experiencing when building pandoc are related. (jgm/pandoc#7449)

Correct. CI passes when we pass all the tests we expect to pass, given the "known bugs and limitations."
