Download the Github-2017.icls file and copy it to:
~/Library/Preferences/PhpStormXXXX.X/colors
Restart your PhpStorm and you'll see the theme there.
Github uses SF Mono font first and then Consolas if the first one was not found. If you want a perfect Github theme install one of those fonts.
