I had no issues running this.
Code ran perfectly, it is straight forward and simple.

I'm more trying to inquire as to the definitions for gene downstream.
What is it actually meant by "gene downstream"?
downstream of the ORF?

Thank you for trying ChIPpeakAnno.
The gene downstream is defined as downstream from end of a gene, not downstream of the ORF. It may be the downstream of 3'UTR.
