Set appropriate scale for Y values of Graphs 2 and 3

Graphs 2 and 3 (m gate value, and h gate value respectively) are two graphs that open when the CNOW_run.hoc file is loaded. The initial Y scale goes from -80 to 40, but it should be 0 to 1.
