Obtains annual tide forecasts from NOAA Station 9414275 (Ocean Beach, San Francisco) and saves to a Postgres database.
Used in conjunction with BuoyBot (https://github.com/johnbeil/BuoyBot). Database access credentials need to be stored in config.json.
