Norton Blocks Json install please help

Hello I have been trying to get Chilipepper for Garbl to work for me off and on for months. I get the program loaded and it shows the white start screen with your logo Chilipepper etc. I can't ever get the Json server to install or run. What the heck am I doing wrong? I keep getting Norton says it's not safe, and then it removes the exe file and that's it done. I tried shutting down the firewall in Norton that didn't even work. As a side note if I do get the Json server installed, do I have to run it in a command prompt window every time I run Chilipepper or just the first time to finish the install? Any help would be great I really look forward to using the program.

Added exec and execruntime commands. The exec command lets you simply execute any command on the host operating system as if you were logged in at the command line. This is similar to the program command which essentially was executing a command on the command line. However, now you can do any command you want. Make sure your host OS is behind a firewall as this method opens up your device to any command being executed on it. Changes in 1.86
Probably Norton knows about this...
