Polyfill to use Media Fragments with HTML Media Elements

Using this polyfill, one can link to media elements on a web page
using fragment identifiers containing media fragments, using URLs like
<http://example.org/podcast.html#episode1&t=01:23>.

Usage requires giving an “id” attribute to HTML media elements and
embedding the script at the bottom of the page, like:
