In order to build the source code, you can use Visual Studio 2015. You will also need the SQL Server Compact 3.5 SP2 and 4.0 runtimes installed. To debug, make SqlCeToolbox the startup project, and ensure Debug, x86 (not AnyCPU)

Download the latest version of the Visual Studio extension (for both 3.5, 4.0 and SQLite) from [Visual Studio MarketPlace] (https://marketplace.visualstudio.com/items?itemName=ErikEJ.SQLServerCompactSQLiteToolbox)
Or just install from Tools, Extensions and Updates in Visual Studio!
