How should I setup the database?

Please help me with the setup.
6- Run dotnef ef database update; // this doesn't work. even with "dotnet"

Do you have installed the required dependencies, as described in the first step here?

What is the error message in the console after trying to run the command. Please send screenshots or paste the output here.
