ctp_api_py for python3 based on vnpy

toolset: visual studio 2015, centos 64 gcc-g++ 4.9.2
test: python3.5.4 win64/linux64(linux64采用qtcreator管理项目并编译，也可以使用makefile)
说明：打开vs2015 build/msvc/ctp_api_py.sln 工程，需要配置boost路径和python3路径，boost使用的是 boost_1_66_0 版本，其它版本应该也可行
