[nyfikenc] Read config.ini instead of asking for browser path?

Currently nyfikenc/d communicates via TCP when asking for browser path. In terms of consistency TCP should be used. However it's might be faster to read config.ini.

Since it's fast and clear solution, nyfikenc will read browser variable from config.ini.
