Problem with URL encoding of the preservation event id

When creating a preservation event at file level, there is a problem with the encoding of the event preservation id. When converting to url encoding, it converts a ":" to a "%3A". However, when the it tries to get the file ID it does not drop the 3A, and instead assumes the 3A is apart of the file ID.
