Create an opinionated Gateway Conformance Test

It would be great to run Gateway conformance test that enables experimental features that Knative requires (eg. backend protocol)
Then we can see if implementations work
Likewise we can pull in our own tests that haven't upstreamed yet
kubernetes-sigs/gateway-api#1859
