Why is there the need of separate power button?

Hello, why is there the need of power button when the temperature regulator does the same?

Oh right, my mistake sorry.
Just one more question what is the setting for "Temperature Offset" what does it do?

Oh okay, is there a way to find the proper value? Do i need to use termometer?
