Chat list design in which profiles on top will scroll horizontally and the table list will scroll vertically.
Note 1: If you will allow to access Contacts then all the phone contacts will apppear in the list as shown below
Note 2: If you will not allow to access Contacts then a dummy list will populate for the chat list like below image
